i think its kind of both bc we know usagi adopts the name serenity in crystal tokyo so its like no one is allowed to have that name but the royal line and every monarch must have the name. it is kind of interesting to think of it as a title though, like Serenity Usagi, Serenity Someone Else No One Else Has A Name. 

also i love giving them numbers after it thank you for putting that idea in my head bc what if queen serenity had a number after her name? that would have given us so much information. like what if she was Queen Serenity III? ONLY TWO SERENITY’S BEFORE HER. or Queen Serenity XV? FOURTEEN FULL SERENITY GENERATIONS BEFORE HER. IM SO MAD WE DONT HAVE THIS
